Senior Policy Analyst, UCLA LPPI

Cesar Montoya serves as the Senior Policy Analyst at the UCLA Latino Policy & Politics Institute. In this role, he supports the Mobilization team in its efforts to strengthen external partnerships, advocates for equitable public policy that empowers communities, and shares the Institute’s research products with important stakeholders.

Prior to joining LPPI, Cesar was a Policy Analyst at Catalyst California, studying racial disparities within the state’s democratic system and working alongside diverse alliances of community organizations. Cesar was a fellow with the University of California’s Immigrant Legal Services Center, working across UC campuses to provide advocacy and representation to the immigrant community. He also served at the State Assembly, as a Field Representative, where he worked on issues such as environmental justice, higher education, and helped build partnerships between Neighborhood Council leaders in the city of Los Angeles. While in law school, Cesar worked in the Los Angeles office of Senator Kamala Harris, and in the Washington, D.C. office of Representative Nanette Diaz Barragán, on public policy and constituent outreach.

Cesar is particularly interested in the ways law and public policy can be shaped to uplift the voices of the Latino community, and other underrepresented communities, in the policy decision-making process. He is a graduate of the Pepperdine University School of Law, the Straus Institute for Dispute Resolution, and Andrews University where he majored in Political Science and French Studies.
