Overview:

Norfolk County has a growing Chinese population that is among the largest in the nation. Although it does not meet the benchmark for the Voting Rights Act, the Chinese population should still have resources available to them to best exercise their right to vote. Therefore, there should be bilingual elections and have all material in English and in Chinese.
