Tompkins County has a sizable and growing Chinese population. Although the Chinese population does not reach the Voting Rights Act benchmark, assistance should still be required for Chinese residents. Therefore, Tompkins County should provide all election material in English and in Chinese to prevent any voter disenfranchisement.
